Kuwait SCIZ integrated transport development planning
(1) The State of Kuwait -- a land of promise, a land of residents with magnificent civilization, a land of generous and intelligent people, a land full of hope and visions, a land with bright future!
(2) A great vision of 2035 has been initiated by His Highness the Emir, the Silk City & Islands Zone (SCIZ) to revive the ancient Silk Road with 21st century elements through analysis of her location advantages and statehood.
(3) Trading route juncture centered on Failaka island flourished from the 5th century until the 9th century connecting the east and the west. Nowadays, a radius of 1000km covers 200 million peoples and a radius of 800km connects on land and water in particular to Iraq and Iran, vast backlands. The radius centre, SCIZ enjoys the ideal location for an economic and transportation hub.
(4) Coincidentally, the vision of 2035 fits well with the Belt and Road Initiative (B&R) proposed by Chinese president Xi Jinping. The vision and initiative are embraced by both nations which commit to turning SCIZ into a flagship project in the joint strategic cooperation for building B&R.
(5) As the leading SOE on B&R, CCCC has obtained a number of the largest in global infrastructure ranking and is deeply involved in the gulf area economic buildup. CCCC has 40 years of business relationship with Kuwait and handed over the qualified Boubyan Bridge. CCCC stands ready to realize his Highness the Emir’s 2035 vision within the framework of bilateral co-operations.
(6) The integrated transport planning for the SCIZ covers 5 major transportation systems, namely, ports, airports, roads, railways and pipelines.
(7) As the most important element of SCIZ transport system, Mubarak is featured with sea-rail combined transport hub, free port focusing on the east-west trade.
(8) With Mubarak port in between, railway will be constructed connecting Basrah, Iraq further through to Turkey in the North and GCC railway network in the South. This railway network will surely enable an energetic and smooth movement of goods for the whole region.
(9) A SCIZ airport of 5 million passenger/year will be built works and serve as a feeder airport, a supplement to Kuwait International Airport
(10) An advanced and fine road system will be designed and built so as to make the cargo flow to the right direction and in the shortest time frame.
(11) An environment-friendly and safe pipeline will serve the development of oil and gas trade and logistics, promote the construction of regional energy and logistics centers.
(12) The construction of Mubarak Port means start work of SCIZ. A sophisticated management system will be applied to the initial four modern berths, which ensure the development and growth of SCIZ and maintain SCIZ as pearl of the gulf.
(13) A 2 Km2 Mubarak Trade and Logistics Park adjacent to Mubarak Port will incorporate exhibition and sales, warehousing, information and consulting services. This park is a start only and will expand successively in SCIZ.
(14) CCCC trusts that a win-win result will be achieved through the co-operations which will be inclusive to international and hand-in-hand with local Kuwaiti partners.
