As the earliest national new district of Guizhou Province, Gaoxin District has accommodated 4,478 big data and associated enterprises for big data industry; supported by the big data computing resources and foundation, it will provide backend supporting data for different intelligent community service systems. In addition, Gaoxin District has completed Guizhou Science City and Guiyang International Talents City and gathered 155 research and development institutes, rather advantageous in talents, being the best place for the project construction.
Along with the urban construction of China, intelligence has become the key of the construction of new cities. The intelligent communities have been constructing nationwide. In 2017, the market scale of the smart community industry reached 173.6 billion RMB.
According to the strict requirement of relevant national ministries and committees, China will realize the coverage of 50% intelligent communities by 2020. At present, China has 790 million urban population and 164.4 thousand communities. The construction of intelligent communities of China will form the market scale of trillion level in the next decade.
The project will combine the offline community services with the online community services by the mode of “Internet + Community” and form the basic operation platform of “Big Data Cloud Platform + Regional Governmental Affairs Services + Community Creation”.
The project will conduct promotion and application in all cities of Guizhou Province by taking Guiyang Market as the sample, forge the largest intelligent community big data service platform of Guizhou Province, realize the community coverage on the major cities of Guizhou Province step by step in five years and make the rate of coverage up to more than 40% as required. It is expected to realize 15 million users of C Terminal by 2023 and become the center of Guizhou Province for intelligent community construction and development.
With the total investment 0.1 billion RMB, it is expected for the project to serve more than 15 million private users, achieve the annual output value of more than 60.67 million RMB, net profit of more than 28 million RMB, rate of return of 28% and capital pay-off term of 3.57 years and result in striking economic and social effects after the project reaching the designed capacity.
